The Government of the Republic of South Africa and the Government of the Republic of Angola have, by mutual agreement, decided to exempt each other’s ordinary passport holders from the requirement to be in possession of a port of entry visa for a period of ninety (90) days per annum, provided that each visit does not exceed thirty (30 days, for holiday and business visits.

Decreto Presidencial 189/23, published in the Diário da República I Série n.º 185 of 29 September 2023, is the instrument that establishes the current legal regime for tourist entry to Angola: it creates the exemption for the 98 listed countries (article 3 and annex) and the simplified tourist-visa procedure for everyone else (article 4). It is the operative instrument rather than a description of one — the SME page and the consular pages describe and apply this decree.
The passage is the South African Embassy's official statement of the mutual Angola–South Africa waiver: it exempts ordinary passport holders of the two countries from the port-of-entry visa requirement for a period of ninety days per annum, each visit not exceeding thirty days, so South African ordinary passport holders enter Angola visa-free on those terms.
