6. Visa de turista: Es la autorización para permanecer en el Estado ecuatoriano otorgada a las personas de las nacionalidades que la autoridad de movilidad humana determine y que deseen realizar actividades turísticas, por el plazo previsto en esta Ley. A las personas extranjeras que no necesiten visa de turismo con base a la política de movilidad humana del Estado ecuatoriano o por instrumentos internacionales suscritos por Ecuador, se les otorgará una autorización de permanencia en el país en los puntos de control migratorio oficiales, por el plazo previsto en esta Ley.

The Ley Orgánica de Movilidad Humana is the statute that creates the entry regime for Ecuador: Art. 123 imposes a valid visa as a condition of entry for the cases the law or the mobility authority establishes, Art. 66.6 makes the tourist visa a nationality-based requirement and grants the visa-free stay authorization at the border, and Art. 56 (now the 2025 substituted text) sets the tourist duration. The Cancillería list is only the enumeration that Art. 66.6 delegates to the authority; the obligation itself is created by the law.
Art. 66.6 LOMH grants a stay authorization at the official border control points to foreign persons who do not need a tourist visa under Ecuador's human-mobility policy; none of these issuers is on the Cancillería visa-required list, so they enter visa-free rather than arranging anything in advance.
