- The traveller must hold an ORDINARY passport that is valid for at least six months. The Ministry grants this free entry to 'citizens and holders of ordinary passports which are valid for at least 6 months'; the same page adds that holders of temporary and emergency passports are not eligible to travel to the UAE, and Article 2(3) of the Executive Regulations independently requires six months' validity of any foreigner without a residence permit. A diplomatic, service, temporary or emergency passport of the same country is not covered by this row.

Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
Each issuer on this row is named in the Ministry's list of countries whose ordinary-passport holders are granted free entry to the UAE without a prior visit visa for a maximum of 90 days, and the sentence states that number. These are the non-EU members of that list, so the separate '90 days within 180 days' counting rule the same page imposes on EU citizens is not applied to them.
