The Immigration Act B.E. 2522 creates the obligation this regime enforces: Section 12(1) prohibits aliens from entering the Kingdom without a visa unless a special exemption applies, and Section 4 defines who is an alien. The visa-exemption and VOA lists are grants issued under that Act (the gazette notification cites 'มาตรา 5 แห่งพระราชบัญญัติคนเข้าเมือง พ.ศ. 2522' as its authority), so the Act is the instrument that creates the obligation, and the lists are the exemptions to it.
The bilateral table's '90 days' column names Argentina, Brazil, Chile, Korea (ROK) and Peru, granting each a 90-day visa-free stay under a bilateral agreement.
