The Immigration Act 2020 is the statute of Samoa's Legislative Assembly that creates the entry obligation: s.7(1) provides that no non-citizen may enter or remain without a visa, and s.8 requires a non-citizen to apply for a visa before entering unless exempt. The ministry pages and bilateral agreements grant or describe exemptions under this Act; they report the position the Act creates.

The passage is the Samoan foreign ministry's statement that the visa-waiver agreements' conditions are extended to citizens of the listed countries, and the EU entry sets those conditions as visa-free travel for a maximum of 90 days in any 180-day period.
