The Immigration Act Cap 145 is the statute that creates the obligation: section 11 forbids aliens to enter without leave, section 5 and the Immigration (Visa) Regulations made under section 39 require the passport of a foreign national to bear a Grenadian visa unless the national is exempt, and the visa-exemption lists (the Third Schedule and the ministry's list) operate as exceptions to that baseline.
Section 14A(1), inserted by Act 16 of 2016, grants citizens of the states in the Third Schedule visa-free entry for up to ninety days in any hundred-and-eighty-day period; the quoted Third Schedule names each of these issuers.
