Пункт 5 of the Rules imposes the obligation — immigrants enter Kazakhstan only with a Republic of Kazakhstan visa unless legislation or a ratified treaty provides otherwise — and пункты 6 and 17 create the visa-free entitlements and their durations. The Migration Law delegates the entry order to the Government, and this resolution exercises that delegation.
Пункт 6 grants citizens of EAEU member states a permitted stay of 90 calendar days from crossing the border, totalling 90 days per 180-day period; Armenia, Belarus, Kyrgyzstan and Russia are the EAEU member states (Kazakhstan itself is the fifth).
