Aevamo’s reading

Loi n° 5/86 of 18 June 1986 creates the entry obligation: article 23 requires nationals of states with no immigration agreement with Gabon to hold a visa, and articles 2-4 set the regime's scope and the temporary-visitor stay limit. The DGDI e-visa portal lists the bilateral exemptions and the CEMAC Acte Additionnel N° 01/13 creates the CEMAC exemption; both supply facts the statute cannot contain.

Acte Additionnel N° 01/13 of the CEMAC Conference of Heads of State abolishes the visa for nationals of the community's member states circulating within the community and grants a stay of up to 90 days; Cameroon, Central African Republic, Congo, Equatorial Guinea and Chad are the five CEMAC member states other than Gabon, so their nationals enter Gabon without a visa.

What this answer covers Limits & assumptions

Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
