Décret n°2299/PR/PM/MSPI/2025 is the instrument that creates the obligation: its article 29 requires every foreigner entering Chad to hold an e-visa, its articles 6-15 establish the privileged visa-exempt regime for CEMAC nationals and for nationals of states that have concluded visa-exemption agreements, and its articles 43 and 69 fix the 90-day stay threshold and abrogate the previous decree. The evisa.td portal and the UAE MOFA page supply facts (which states have agreements) that this decree names only by class.
Article 9 of Décret n°2299/2025 directly grants nationals of CEMAC member states the right to enter, circulate and stay in Chad for up to 90 days; every issuer in this row is a CEMAC member state other than Chad, so the grant reaches them without needing any further instrument.
