Art 11.1 of the Law on the Legal Status of Foreign Citizens creates the entry obligation — a foreign citizen entering Mongolia must hold a Mongolian visa unless an international treaty provides otherwise — and arts 9.2.4 and 11.8 empower the Government and ministers to make the exemptions and the border-post visa rules. The visa-free lists, the e-visa list and the visa rules all implement this law rather than create the obligation.
The MFA Consular table lists each of these countries with 'Бүх төрлийн паспортаар 30 хоног хүртэл' (all passports, up to 30 days), establishing visa-free entry for ordinary passports.

The law is the consolidated text of the Law of 8 July 2010 (in force 1 September 2010) with amendments through the 2020 revision; the Immigration Agency 34-country page states the Government's decision of 31 December 2025 (exemption through end-2026); the MFA consular table's first section is dated 2024-03-04 and the mutual table carries entries effective through 2026-01-26; the e-visa list and visa rules carry no explicit date but were live on the publisher's site.
