The Llei qualificada d'immigració is the Andorran statute that creates the entry obligation: Article 12 fixes the documents required to enter, and the twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter France or Spain, which is the obligation this regime enforces. Regulation (EU) 2018/1806 merely supplies the list of who needs such a visa.
The official Andorran tourism board states that a citizen of a country that is not in the EU but is in the Schengen area — which is Switzerland's position — need only bring a valid passport, so no advance authorisation is required for Andorra; the Andorran law's Article 17 sets the 90-day tourist cap (fieldSources.maxDays).
