(b) nationals of Iceland, the Kingdom of Norway, the Swiss Confederation, the Principality of Liechtenstein, and … (2) The following may enter and stay in Gibraltar without a visa for a maximum period of 90 days in any 180-day period— (a) citizens of the Union; (b) their third-country family members who hold a residence card under Directive 2004/38/EC; and (c) third country nationals legally residing in the Member States applying the Schengen acquis in full.

Act 2026-11 s.45(2) imposes the visa requirement on nationals who need a short stay visa under Union law, and s.45(3) exempts those who do not; s.41(2) grants citizens of the Union visa-free entry for 90/180 days. It is the instrument that CREATES the obligation for Gibraltar, applying the EU lists by reference; Reg (EU) 2018/1806 supplies the lists themselves.
s.36(2)(b) of the Treaty Act names this state alongside EU citizens for the circulation of persons, and s.41(2) grants visa-free entry and stay for a maximum of 90 days in any 180-day period.
