Hiệp định giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ nước Cộng hòa Chi-lê về miễn thị thực cho người mang hộ chiếu phổ thông … Công dân hai Nước mang hộ chiếu phổ thông còn giá trị ít nhất sáu (6) tháng được miễn thị thực khi nhập cảnh và lưu trú trên lãnh thổ Bên kia, trong thời hạn không quá chín mươi (90) ngày kể từ ngày nhập cảnh, với điều kiện việc nhập cảnh đó không nhằm mục đích hoạt động có thu nhập.

The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.

The bilateral agreement between Vietnam and Chile exempts ordinary-passport holders from a visa for up to 90 days, on condition the entry is not for income-generating activity.
