The Ley Orgánica de Movilidad Humana is the statute that creates the entry regime for Ecuador: Art. 123 imposes a valid visa as a condition of entry for the cases the law or the mobility authority establishes, Art. 66.6 makes the tourist visa a nationality-based requirement and grants the visa-free stay authorization at the border, and Art. 56 (now the 2025 substituted text) sets the tourist duration. The Cancillería list is only the enumeration that Art. 66.6 delegates to the authority; the obligation itself is created by the law.
Art. 96 of the Reglamento sets the stay the migration authority grants to South American tourists at up to 180 days in a one-year period from first entry; each of these issuers is a South American nationality and is not on the Cancillería visa-required list, so the 180-day duration applies to them.
