The Lineamientos Generales para la expedición de visas (SEGOB/SRE, DOF 25 July 2025) are the instrument that creates the visa obligation: art. TERCERO provides that only nationals of countries with a visa-suppression agreement or unilateral decision may present themselves without a visa, making the visa the default for everyone else. The SRE régimen consular table operationalizes which nationalities that reaches.
The SRE 'Régimen Consular' table lists COLOMBIA as 'EXENTO*' for ordinary passports, i.e. visa-free for the visitor category.
