Law No. 6458 is the instrument that imposes the obligation: Madde 11 says foreigners staying up to ninety days arrive with a visa and caps the stay a visa or exemption grants at ninety days in every hundred and eighty, and Madde 12 defines the exemption categories. The Ministry page does not impose anything — it reports, per country, which exemption or route applies, which is exactly what a summary of Madde 12 does — so it is cited for the nationality and document-class facts the statute delegates rather than as the source of the requirement itself.
Each named state's own entry in the Ministry's visa-regime list exempts holders of the ordinary (umuma mahsus) passport and states the permitted stay in days; where the block appears, it is the Ministry's general statement that the 90-in-180 total-stay rule governs every foreign national.
