Loi n°1/25 du 5 novembre 2021 (Bulletin Officiel n°11/2021) is the statute that creates the entry obligation: Article 5 requires a visa or an authorization in lieu of visa to enter, Article 6 delegates the visa's conditions to a ministerial ordinance, and Article 7 creates the exemptions (crew, permanent residents, EAC citizens, agreement countries). The CGM and MFA pages describe and apply this law; they do not create the obligation.
The CGM — the migration police that issues entry visas — states that the single-entry visa lets a foreign citizen enter and stay one month and is obtained at Melchior Ndadaye International Airport as well as online and at embassies; the law (Art. 5) makes the visa mandatory for every foreigner not exempt under Art. 7, so each issuer in this row needs a visa but may obtain it on arrival rather than arranging it in advance.
