The Immigration Act B.E. 2522 creates the obligation this regime enforces: Section 12(1) prohibits aliens from entering the Kingdom without a visa unless a special exemption applies, and Section 4 defines who is an alien. The visa-exemption and VOA lists are grants issued under that Act (the gazette notification cites 'มาตรา 5 แห่งพระราชบัญญัติคนเข้าเมือง พ.ศ. 2522' as its authority), so the Act is the instrument that creates the obligation, and the lists are the exemptions to it.
The ph60 list names Germany among its 93 entries, granting the same 60-day exemption; the roster's one-letter ICAO code 'D' is Germany.

Entering the Kingdom through land/sea boarder checkpoints under Tourist Visa Exemption Scheme is permitted only twice in a calendar year, except nationals of Malaysia, Brunei Darussalam, Indonesia and Singapore who may enter Thailand through such checkpoints more than twice in a calendar year.
