The Immigration Act 2003 s.7(1) creates the obligation: 'A person who is not a citizen must not enter the Fiji Islands unless the person is the holder of a current visa or permit; or is exempted under subsection (2) or section 8.' The Ministry's pages describe and administer this obligation; the Act imposes it.
