The Immigration Act (Chapter 191) creates the entry obligation: s.19 prohibits landing save with an Immigration Officer's leave, s.22 governs the grant and maximum duration of that leave (not exceeding eight months), and s.20 defines the free-movement categories. The MOFA designation lists and the government's Visa Requirements table operate against this statutory background.

The Ministry of Foreign Affairs' visa-exempt designation list names these four countries as not needing a Bahamian visa; the 2025 Ghana waiver, the 2024 Benin agreement and the 2026 Kosovo agreement corroborate them. Rwanda is excluded because its 2024 visa-waiver agreement is signed but not ratified.
