- Persons who hold a valid entry visa for the United Kingdom, the United States of America, Canada, or a Member State of the European Union are exempt from the requirements of section 17(1)(b) of the Immigration Act.
- If you do not have a credit card, then it is not possible to apply for a visa online. Instead, you may apply at the nearest British Embassy or Consulate.

Every person, other than a person belonging to Montserrat in accordance with section 2(2), landing in Montserrat or departing from Montserrat to any place beyond Montserrat shall be in possession of a passport, that is to say— (a) in the case of a Commonwealth citizen, a British protected person or a citizen of the Republic of Ireland, he shall have in his possession a valid passport; (b) in the case of a person to whom paragraph (a) does not apply, he shall have in his possession a passport which has been visaed by a British Consular Officer or other person duly so authorised, … Where a person desires to remain in Montserrat as a visitor or as a passenger in transit for a period not exceeding six months, an immigration officer may, if so requested and without deciding whether that person is or is not a prohibited immigrant, grant him a permit to remain in Montserrat for such period not exceeding six months as may be specified in the permit. … (6) An application for a work permit shall be in accordance with Part 11 of the Labour Code and regulations made under this Act. The Immigration Act (Cap. 13.01) creates the entry obligation: s.17(1)(b) requires a visaed passport of every person not within s.17(1)(a), and s.17(2) authorises the Governor in Cabinet to exempt classes by Order; the Immigration (Visa Exemption) Order (S.R.O. 46/2013) made under it is the instrument granting the exemption, and s.22 sets the stay. The department's website lists describe this law rather than creating it.
Section 17(1)(b) of the Immigration Act is a class rule that names no country: it requires a visaed passport of every person who is not a Commonwealth citizen, British protected person or Irish citizen ('a person to whom paragraph (a) does not apply') and who is not exempted by the Visa Exemption Order. The Act covers these issuers collectively by that phrase; I also hold the Immigration Department's visa_required list, which names most of them individually, and I searched the Order's Schedule and the visa_not_required list for every issuer on this row — none appears on either exemption list. Section 22(1) then caps the visitor stay at six months.
