The Directriz itself imposes the obligation on nationals of Groups 3 and 4 ('los que requerirán visa consular', 'los que requerirán visa restringida') and grants the visa-free entry of Groups 1 and 2; it is issued under Ley 8764 arts. 12, 13, 47, 48 and 51 and its CONSIDERANDO III quotes art. 7 of Decreto 36626-G establishing the four-group structure, which delegates exactly this nationality-by-nationality list to the DGME. It is not a description of the rule; it is the rule.

The SEGUNDO GRUPO block states 'INGRESO SIN VISA' with a maximum stay of thirty days (prorrogables to ninety) and then enumerates the countries, so each named issuer enters visa-free for up to 30 days per entry.
