Section 29(1) of the Immigration Act Cap 54 creates the obligation: a person to whom it applies shall not enter or remain in Tanzania unless holding a passport with a visa, a residence permit or a pass. The Immigration (Visa) Regulations, including the exemption (Third Schedule) and referral (Fourth Schedule) categories and the ninety-day visa validity, are made under the Act, so the Act is the instrument that creates the entry obligation.
The Immigration Department's own list of nationals and passport holders who are not required to apply for a visa names each issuer on this row; the quoted roster is the operative visa-free list. The 90-day stay is the Visitor's Pass cap stated on the Department's Visitor Pass page (fieldSources), which is what a visa-exempt visitor is issued; EAC member states among the list may receive up to six months (condition below).
