The Lineamientos Generales para la expedición de visas (SEGOB/SRE, DOF 25 July 2025) are the instrument that creates the visa obligation: art. TERCERO provides that only nationals of countries with a visa-suppression agreement or unilateral decision may present themselves without a visa, making the visa the default for everyone else. The SRE régimen consular table operationalizes which nationalities that reaches.

The Consulate General of Mexico in Hong Kong states in English that Hong Kong and Macao passport holders do not require a visa for a stay of up to 90 days for tourism, transit or business — this names both issuers and fixes the 90-day cap.
