Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.

The DNM table lists Hong Kong as 'No necesita Visa (solo Pte. HKSAR)', i.e. visa-free only for the Hong Kong SAR passport, and note (4) states the passport must bear the 'HKSAR' or 'OVERSEAS' marking.
