Law O'RQ-692 of 04.06.2021 Article 28 creates the obligation: foreign citizens enter on valid travel documents, and nationals of countries for which Uzbekistan has established a visa regime may enter only with a valid entry visa (including electronic visas). Resolution 408 and PP-3836 implement and exempt from that obligation; the Law is the instrument that imposes the visa requirement.

Annex 5 lists Hong Kong SAR under '7 kundan koʻp boʻlmagan' (no more than 7 days), so holders of Hong Kong SAR passports enter visa-free for up to 7 days; Izoh point 5 sets the airport and return-ticket condition.
