Regulation 25 of the Passports Regulations 1969, made under the Passports Act, creates the obligation itself: any person not specified in the Eighth Schedule must obtain a visa prior to entering Mauritius, and the Ninth, Tenth and Eleventh Schedules set the visa-on-arrival and prior-visa categories. The PIO pages describe and administer that regime but do not create it.

Regulation 25(2)(b) authorises the Passport Officer to issue, on application at the port of arrival, an entry visa for 60 days to a holder of a passport issued by a country specified in the Tenth Schedule; the quoted passage pairs that rule with the Tenth Schedule list identifying those countries.
