Hiệp định giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ cộng hòa In-đô-nê-xi-a về miễn thị thực cho người mang hộ chiếu phổ thông … Miễn thị thực cho người mang HCPT với thời gian tạm trú không quá 30 ngày với điều kiện hộ chiếu phải còn thời hạn giá trị ít nhất 6 tháng.

The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
The bilateral agreement between Vietnam and Indonesia exempts ordinary-passport holders from a visa for up to 30 days.
