DS 4828 is the supreme decree that amended DS 1923 and re-enacts the operative text of articles 8 and 10 — the classification that imposes the visa requirement on Grupo II and Grupo III nationals and provides the border-issued entry authorisation for Grupo II. It is the instrument whose text creates the current obligation, not a description of it.
This is the operative rule (DS 1923 art. 8 as amended by DS 4828, still in force and recited by DS 5497): nationals of Grupo I countries are admitted without any visa or entry authorisation, presenting only a valid national identity document or passport. Each issuer on this row is a member of Grupo I under the visa list of DS 27150 and its amendments (DS 2097 added Palestine; DS 2861 added Russia; DS 5497 added Bulgaria, Israel, Malta, Romania, South Africa, South Korea, the United Arab Emirates and the United States), cross-checked against the Cancillería visa-portal country data.
