Regulation 7 is the provision that prescribes who must produce a visa on landing and who is exempt, made by the Cabinet under s.133(1) of the Customs and Border Control Act; it creates the visa obligation for this regime, and the 2026 amendment (SL 10 of 2026) is the current text of its country lists.
Regulation 7(1)(a) states that the Commonwealth exemption applies 'with the exception of' the named countries; every issuer in this row is one of those named exceptions, so its nationals are not covered by the Commonwealth exemption and remain subject to the visa requirement in s.91(1) of the Act.
