This is the Law of Georgia that creates the visa obligation for foreigners (Article 5 names a Georgian visa as a ground of entry; Article 10(1) treats exemption as something legislation may grant) and that authorises the government to list the nationalities who enter visa-free for a full one year (Article 10(3)). Resolution 255 exercises that power; it does not create it.

The Georgia–Saint Kitts and Nevis agreement, in force since 01/09/2024, gives holders of valid ordinary passports visa-free entry for up to 90 days in any 180-day period, which is the entitlement asserted for Saint Kitts and Nevis.
