Amiri Decree-Law 114/2024 on the Foreigners' Residence Law is the statute that creates the entry regime: its first chapter requires foreigners to hold a valid passport or travel document to enter and leave Kuwait (GCC citizens excepted), its second chapter empowers the Minister of Interior to set entry-visa types and procedures, and it makes an entry visa the default for foreign nationals unless exempted by decree; the executive regulation and ministerial decisions implement these delegations.
The Ministry of Foreign Affairs embassy page enumerates these countries as those whose citizens 'can obtain their visas upon arrival in the State of Kuwait, or can apply for a visa through the eVisa Application Portal'; a citizen of any listed state therefore needs nothing arranged in advance for the visa-on-arrival route.
