This annexe is part of the interministerial arrêté n°093/MEMIS/MEMAE/MPMCEF du 15 mars 2013 fixing the conditions for establishing and issuing the biometric visa; it is the operative instrument that states which nationals are subject to the visa obligation and which are exempt, rather than a summary describing the rule.
The heading 'PAYS MEMBRES DE LA CEDEAO' (ECOWAS member states) introduces the column of member states whose ordinary or official passport holders are not subject to the visa obligation; Guinea (GIN) is an ECOWAS member covered by that class heading even though the column transcription omits its name.
