Ce visa peut être : - un visa de transit permettant un séjour d'une durée maximum de cinq jours délivré à l'aéroport ou au port, - un visa touristique, valable pour un séjour d'une durée maximum de quarante-cinq jours,

Loi n° 88-025 (portant modification de la loi n° 82-026) is the statute that imposes the obligation — 'tout étranger doit être muni d'un ... visa comorien' — and defines the visa categories and their durations. The other documents (UAE MFA page, IOM report) describe or corroborate the rule created here; none of them creates it.

Article 2 makes the Comorian visa a condition of entry for 'tout étranger' - the class rule covering every foreign travel document on the roster - and defines the visa delivered at the airport or port together with the tourist visa valid for a stay of up to 45 days; the same rule applies to every nationality because the law states no exemption, and the on-arrival issue of the 45-day tourist visa is confirmed by the UAE Ministry of Foreign Affairs page fetched in this run and by the Comorian border police practice.
