Los nacionales de ambos partes, portadores de pasaportes comunes u ordinarios válidos estarán exentos de visadoó para entrar, salir, transitar y permanecer en el territorio de la otra p'alt-e, para fines de turismo o de negocios, por un período de hasta (60) cías, renovable por igual, de forma que el peiíodo total de la permanencia no exceda de los ciento veinte (120) días en cada período de 12 meses

Art. 28 creates the operative obligation — every foreigner entering the Dominican Republic must hold a visa except nationals of visa-dispensa-agreement countries or countries authorised by the Executive to enter with a tourist card — Art. 31 mandates MIREX to publish the country lists, and Art. 81(a) fixes the 60-day maximum tourist stay. It is the instrument that imposes the requirement; the MIREX list implements it.

The bilateral agreement between the Dominican Republic and Morocco exempts Moroccan nationals with ordinary passports from the visa requirement for tourism and business stays of up to 60 days, renewable, so Morocco is visa-free rather than visa-required.
