September 4, 2025, Chișinău – As of today, the Memorandum of Understanding between the Government of the Republic of Moldova and the Government of the United Arab Emirates on the mutual abolition of the visa regime enters into force. … Under the Memorandum, citizens of the Republic of Moldova will be able to travel to the United Arab Emirates visa-free for a period of up to 90 calendar days within a 180-day period.

Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
The first block is the sentence reporting the event — the memorandum 'enters into force' on the day of publication, 4 September 2025 — which is the commencement rule 33 asks for rather than the signature the run's earlier document carried. The second block is the same release stating what the memorandum grants Moldovan citizens and for how long, so the entitlement, the issuer and the duration all come from one instrument. It is the other party's foreign ministry reporting a bilateral instrument it signed with the UAE; the UAE's own register card still reads Visa Required and that conflict is argued in listConflicts and lost by the register on currency.
