Government Decision No. 15/158 of 29 November 2013 creates the obligation: it exempts the states listed in Annex I from the visa regime (point 1) and requires a Kosovo visa of citizens of every other state (point 6), exercising the power the Law on Foreigners delegates to the Government.
Pika 1 exempts from the visa regime citizens of the countries listed in Annex I for stays up to 90 days per six-month period; the quoted annex title is the list against which each of these issuers' names was found.
