A visa may be issued in any of the following stations:(a)designated entry points as prescribed under the Third Schedule of the Immigration Regulations, 1997; … a person whose country is not listed in the Third Schedule to these Regulations, shall require visa without approval to enter into the United Republic; … (1)A visa shall be issued for a period not exceeding ninety days.

Section 29(1) of the Immigration Act Cap 54 creates the obligation: a person to whom it applies shall not enter or remain in Tanzania unless holding a passport with a visa, a residence permit or a pass. The Immigration (Visa) Regulations, including the exemption (Third Schedule) and referral (Fourth Schedule) categories and the ninety-day visa validity, are made under the Act, so the Act is the instrument that creates the entry obligation.

Regulation 9(1)(a) is the stated complement of the visa-free list - a person whose country is not in the Third Schedule 'shall require visa without approval' - regulation 8(1)(a) lets that visa be issued at designated entry points (visa on arrival), and regulation 14(1) caps the visa at ninety days.
