Nationals of the countries listed below can get visas to Zambia on arrival, at any port of entry or from selected Zambian Missions Abroad. They can also apply for their visas online from the eServices portal.

The Act creates the entry obligation itself: s.11(2) and s.12(3) require a non-citizen to hold a valid permit or visa to enter or remain in Zambia, s.25 caps the visiting visa at ninety days in any twelve-month period, and s.59 empowers the Minister to make the regulations (SI 129 of 2011 as amended by SI 78 of 2024) that carry the Fifth Schedule visa-exemption list.
The Department of Immigration lists these issuers as able to obtain a visa on arrival at any port of entry, so no advance authorisation is required and entry mode is visa-on-arrival.

How the documents behind this regime are dated
SI 78 of 2024 was gazetted on 3 December 2024 (Government Gazette No. 7679) and the waiver took effect on 1 January 2025 per the Department of Immigration's announcement of 25 December 2024. The Department's visa lists are undated but reflect the post-1-January-2025 state (167 visa-exempt countries, matching the Minister's announced figure). The Act is Act No. 18 of 2010.
