Пункт 5 of the Rules imposes the obligation — immigrants enter Kazakhstan only with a Republic of Kazakhstan visa unless legislation or a ratified treaty provides otherwise — and пункты 6 and 17 create the visa-free entitlements and their durations. The Migration Law delegates the entry order to the Government, and this resolution exercises that delegation.
The MFA's visa-regime table lists Albania and Mongolia in the national-passport (N) column as 'без виз до 90 дней' — visa-free for up to 90 days; 180 days is the Kazakh stay window for 90-day visa-free states.
