The Llei qualificada d'immigració is the Andorran statute that creates the entry obligation: Article 12 fixes the documents required to enter, and the twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter France or Spain, which is the obligation this regime enforces. Regulation (EU) 2018/1806 merely supplies the list of who needs such a visa.
