The Llei qualificada d'immigració is the Andorran statute that creates the entry obligation: Article 12 fixes the documents required to enter, and the twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter France or Spain, which is the obligation this regime enforces. Regulation (EU) 2018/1806 merely supplies the list of who needs such a visa.

The Andorran law's twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter and circulate legally in France or Spain; Regulation (EU) 2018/1806 Article 4(1) and Annex II exempt these issuers' nationals from that visa requirement, so they need no advance authorisation for Andorra, and the 90-day tourist cap in the Andorran law (Article 17, cited in fieldSources.maxDays) governs their stay.
