- The traveller must hold an ORDINARY passport that is valid for at least six months. The Ministry grants this free entry to 'citizens and holders of ordinary passports which are valid for at least 6 months'; the same page adds that holders of temporary and emergency passports are not eligible to travel to the UAE, and Article 2(3) of the Executive Regulations independently requires six months' validity of any foreigner without a residence permit. A diplomatic, service, temporary or emergency passport of the same country is not covered by this row.

Cabinet Resolution No. (65) of 2022 issuing the Executive Regulations of Federal Decree-Law No. (29) of 2021 on the Entry and Residence of Foreigners is the text that IMPOSES the requirement rather than reporting it: Article 2 says what 'shall be required' for a foreigner to enter — a valid Entry Visa or Residence Permit — and clause 6 is the sole source of relief from it, exempting only nationals of States named in a Cabinet resolution. Every other document cited here supplies a fact this instrument deliberately does not contain: which States the Cabinet has named, and how long the resulting stay runs.
Each issuer on this row is named in the Ministry's list of countries whose ordinary-passport holders are granted free entry to the UAE without a prior visit visa for a maximum of 30 days, and the same sentence states that number — the list and the duration are one enumeration in one Ministry sentence. 'Macau, China' is named in it; the Macao SAR Government's own Yearbook 2025 (Appendix 9) records that grant as still current, at 'United Arab Emirates 30 days'. The Ministry's visa-exemption register card that marks Macao Visa Required is argued against in listConflicts and debates.json, and loses on currency.
