The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
The bilateral arrangement between Vietnam and Malaysia exempts holders of all passport types from a visa for up to 30 days for tourism and listed purposes.
