The Llei qualificada d'immigració is the Andorran statute that creates the entry obligation: Article 12 fixes the documents required to enter, and the twelfth transitional provision obliges a non-EU/EEA national to hold at least the visas required to enter France or Spain, which is the obligation this regime enforces. Regulation (EU) 2018/1806 merely supplies the list of who needs such a visa.

Regulation (EU) 2018/1806 Annex II places Nauru under footnote (11), making its visa exemption conditional on an EU-Nauru visa-waiver agreement that the Council of the EU records as not yet concluded; with no exemption in force Nauru is not visa-exempt for France/Spain, so as a non-EU/EEA national it must hold the France/Spain entry visas that the Andorran law's twelfth transitional provision requires — i.e. advance authorisation.
