A visa waiver means a waiver of the requirement to hold a visa permitting travel to New Zealand in relation to any class of persons. E2.5 is the operative immigration instruction (certified under the Immigration Act 2009) that imposes the regime's default rule: a non-citizen may travel to New Zealand only as the holder of a visa, or as a visa waiver traveller holding an ETA. The Act s 14 it implements sits on legislation.govt.nz which refused all fetch attempts.

E2.1 lists these countries under the three-month visitor visa waiver and states that every visa waiver traveller must hold an ETA, so each of these nationals needs an ETA in advance and may stay at most three months per visit.
