The default — that a visa is required in principle — is stated by the ROK Embassy pages (keta-ireland: 'Country not-eligible for K-ETA → Visa'). The underlying statute (Immigration Control Act Article 7) could not be fetched because law.go.kr renders via JavaScript; the MOFA table and the MOJ K-ETA portal list are the authoritative administrative sources actually held.
The ROK Embassy in Qatar confirms Qatar is among the countries temporarily exempt from K-ETA through 31 December 2026, so Qatari nationals enter visa-free without K-ETA; the K-ETA portal gives Qatar a 90-day stay.
