The Act creates the entry obligation itself: s.11(2) and s.12(3) require a non-citizen to hold a valid permit or visa to enter or remain in Zambia, s.25 caps the visiting visa at ninety days in any twelve-month period, and s.59 empowers the Minister to make the regulations (SI 129 of 2011 as amended by SI 78 of 2024) that carry the Fifth Schedule visa-exemption list.
The Department's e-Visa brochure states that every person who ordinarily requires a visa is eligible to apply for an e-visa. None of the 11 issuers in this row is on any of the Department's exemption lists (recorded in residualSweep), so each falls into this class and must obtain the e-visa before travel.

How the documents behind this regime are dated
SI 78 of 2024 was gazetted on 3 December 2024 (Government Gazette No. 7679) and the waiver took effect on 1 January 2025 per the Department of Immigration's announcement of 25 December 2024. The Department's visa lists are undated but reflect the post-1-January-2025 state (167 visa-exempt countries, matching the Minister's announced figure). The Act is Act No. 18 of 2010.
