Rijksvisumwet art 5(1) imposes the visa requirement on foreigners seeking access to Aruba (one of the 'landen' defined in art 1(c)); art 5(2) exempts only designated nationalities and categories, which the Regeling vrijstelling visumplicht Rijksvisumwet implements. The obligation therefore originates in the Rijksvisumwet.
The regulation's article 1 exempts nationals of the listed countries from the visa requirement imposed by Rijksvisumwet art 5(1); the annex list names each of these issuers. The Toelatingsbesluit art 7(3) then fixes the tourist stay at 30 days from arrival for a non-visa-required nationality.
