The Gambia Immigration Department's entry-requirements page states the operative obligation for this regime: a person entering The Gambia must be in possession of a valid pass or permit, and a valid passport must carry a visa unless the holder is exempted. It is the immigration authority's own statement of the requirement enforced at the border.
The Gambia Immigration Department's visa services page lists San Marino, Indonesia and Russia among the 'Countries With Visa Exemption Agreement' whose nationals are exempt from the Gambian visa requirement; the Government's immigration page extends the 90-day visa-free limit to 'other nations with a reciprocal visa exemption agreement'.
