This annexe is part of the interministerial arrêté n°093/MEMIS/MEMAE/MPMCEF du 15 mars 2013 fixing the conditions for establishing and issuing the biometric visa; it is the operative instrument that states which nationals are subject to the visa obligation and which are exempt, rather than a summary describing the rule.
The Ivorian Honorary Consulate in Rwanda's own visa page directs a Rwandan citizen travelling to Côte d'Ivoire to the bilateral visa-waiver agreement ('Accord ... relatif à l'Exemption de l'obligation de visa') rather than to the visa-application procedure — the Côte d'Ivoire side's official statement that the visa exemption applies to Rwandan citizens.
